Open seats
A seat is counted as open when its roster row shows a position and unit but no name assigned. Routinely unstaffed seats are excluded automatically: Attendant, Preceptee, Firefighter, Center Left/Right, all aide positions, Shift Commander – MI, ROCC, Miscellaneous Assignments, BC604, Left Bucket on tiller trucks, and Left Bucket on engines that don't staff a fourth seat. K609 counts as a need only for 1800–0600. A vacant seat identical to one already filled (same unit, position, and hours) is treated as a duplicate slot and skipped.
